A license that results from the conduct of the intellectual property holder, rather than from a formal written or agreed license. For example, when a patent holder supplies a component only usable in a patented combination, there is an implied license to make the combination; or when a patent holder supplies a product only reasonably usable for an infringing process, there is normally an implied license to use it for that process.
