Dual Use

Export Control term referring to goods which have both legitimate civil as well as military, security, policing or weapons uses. Trade in dual use goods is regulated by most industrial countries under various international agreements arrangements including the Australia Group, the Nuclear Suppliers Group, the Wassenaar Arrangement, the Chemical Weapons Convention, and the Zangger Committee. Most major industrialized nations publish lists of dual use goods including the EU Dual Use List included as an annex to Regulation 428/2009 which is incorporated into the export control use lists of EU member states (for example the UK’s Strategic Export Control Lists) or the United States Commodity Control List (the “CCL”).
